This has been awarded annually since 2007 by the Council on Tall Buildings and Urban Habitat (CTBUH). The CTBUH is a non–profit organisation, based in Chicago – the home of the skyscraper. According to Wikipedia it's "widely considered to be an authority on the official height of tall buildings".
The first winner, in 2007, was Manchester's Beetham Tower.
